The Ross Lake National Recreation Area bisects the North Cascades National Park into the North and South units.   There is very limited access into the North Cascades National Park.   So limited that we will not be able to enter the Park.   WA route 20 is a Scenic byway that goes east to west through the Ross Lake NRA.  From the roadway you can see numerous  water cascades, waterfalls and of course the mountain peaks of the Cascades.
